Project Components

Develop a national digital government excellence strategy and 2030 roadmap to empower government entities, align with international indices and improve content and regulatory frameworks. The project conducts periodic assessments, studies best practices, analyses AI impact, issues regular reports, organises international workshops, and offers tools and consultancy hours to ensure platforms are accessible and standards-compliant.

A. The Challenge

Saudi Arabia sought to excel in global digital government rankings while aligning with evolving international indices. Government entities lacked a unified strategy, data-driven decision making and consistent accessibility and content standards across platforms and services. Coordinating change across dozens of entities and meeting UN criteria posed complexity.

B. Our Solution

Working with the Digital Government Authority, we designed a comprehensive strategy and roadmap for 2026–2030, defined targets and initiatives, developed unified change-management plans for 26 entities and created regulatory frameworks and digital content guidelines. We introduced AI-driven assessments, benchmarking and reporting tools, and provided training, workshops and 500 consulting hours.

C. Key Achievements

The project delivered 32 periodic reports covering EGDI, GEMS, GTMI and DGR indices, prepared six international workshops, obtained a licence for external accessibility testing, and produced marketing reports linking achievements to indicators. It aligned content and policies with global standards, enhanced AI adoption and improved the Kingdom’s presence in international digital government rankings.
